The turbo to intercooler pipe carries compressed (charged) air from the turbocharger to the intercooler for cooling before it enters the engine. A crack or leak in this pipe causes a loss of boost pressure, resulting in significantly reduced power, poor acceleration, increased fuel consumption, and sometimes a whistling or hissing sound under acceleration.
